Mr. Ross is an energy attorney who advises renewable energy and fuels project developers on all aspects of project development, finance and operation of renewable energy projects and other transactional and regulatory matters related thereto. He works with all renewable energy and fuels technologies with a particular focus on biogas, biomass, biofuels, waste-to-energy, and waste-to-fuels. In addition, he works with energy services companies (ESCO) and large end-users of energy on energy-efficiency solutions. In that regard, he counsels both ESCOs and commercial real estate developers, investors, and managers to achieve energy cost savings through effective energy efficiency management strategies.

Additionally, Mr. Ross has earned LEED professional accreditation, the leading professional designation for the green building, construction and development industry, thereby further enhancing his ability to advise clients on achieving energy efficient and sustainable business practices.

Representative Engagements

  • Serving as outside general counsel to renewable energy project developer for all aspects of a 500-ton per-day waste-to-gas project in South Carolina.

  • Serving as strategic advisor for a waste-to-energy technology and project developer for all aspects of developing and financing waste-to-energy projects.

  • Representing renewable energy project developer in the purchase and re-positioning of distressed energy assets in Michigan.

  • Representing rooftop solar developer on rolling out a portfolio of residential and commercial projects in Washington, DC.

  • Advising data center developer on all aspects of developing and financing project with a focus on redundant supplies of in-site generation.

  • Advised New Mexico biogas project developer on transactional and finance issues for a project to convert cow manure from 20,000-head farm to renewable gas for transportation use.

  • Served as senior energy counsel to a global private investment and development firm focusing on renewable energy infrastructure development with a portfolio of waste-to-energy development projects.

  • Advised Missouri biogas project developer on transactional and finance aspects of project to convert hog manure into biogas for ultimate clean up and compression for transportation use.

  • Serving as outside general counsel to waste-to-energy project developer and business development firm on all aspects of licensing, marketing, deploying, developing, financing, and operating waste-to-energy and waste-to-fuels projects in the United States and internationally.

  • Serving as outside general counsel to pyrolysis technology manufacturer and assisting with all transaction and finance contracts.

  • Advised renewable energy project developer on developing and financing a 6 MW solar PV project in Massachusetts with 18 MW in standby natural gas generation.

  • Advised renewable energy project developer on all aspects of developing, permitting and financing biomass projects in Georgia, Alabama and Virginia.

  • Advised biodiesel project developer on all aspects of developing, permitting, and financing biodiesel projects in North Carolina and Florida.

  • Advised a manufacturer and a licensee of two advanced, proprietary slow pyrolysis reactors on developing biomass and biodiesel projects and other general corporate and transactional matters.

  • Served as outside general counsel to and advised start-up energy services companies on efficiency projects in Texas and Florida.

  • Advised emissions trading exchange on contracting with purchasers and seller of verified emissions reductions and obtaining financing for corporate expansion.

  • Advised major solar PV project developer on permitting for large solar farm project in North Carolina.

  • Advised energy services companies and commercial property holders/managers on strategies to reduce energy costs and increase energy efficiency.

  • Advised a joint venture between a solar energy company and a real estate development company on the creation, development and financing of “green” communities in the Southwest.

  • Advised a landfill gas-to-energy developer on negotiating project agreements and obtaining equity financing for a portfolio of landfill gasification projects on the East Coast.

  • Advised a biogas company on (1) contracting with dairy farmers to install on-site digesters to accept and convert cow manure to methane for delivery to natural gas utilities and (2) on obtaining financing for same. Assisted with negotiating joint venture on company’s behalf for supply of and financing for solid waste gasification technology for farms. Helped negotiate and close $10 million municipal bond-finance transaction with two dairy farms with pipeline-quality methane supplies going to local utility.
