Ms. Teuwen is a member of the firm's Electric, Natural Gas and Utilities Practice Group, focusing on regulatory and transactional matters in both the electric and natural gas sectors of the energy industry. She represents municipal utilities and rural cooperatives before the Federal Energy Regulatory Commission and in federal administrative litigation. She also advises clients on RTO market development and implementation, power supply arrangements, transmission access issues, general utility law, and local government matters.
Representative Engagements
- Represented Midwestern municipal joint action agency in complaints against an RTO for violating settlement provisions of its energy market tariff and its filed rate structure for secondary transmission service
- Obtained order from FERC under Section 210 of the Federal Power Act directing the Tennessee Valley Authority to interconnect with electric cooperative client's transmission system
- Represented Utah joint action agency in incentive pricing proceeding involving large-scale transmission development in the Western U.S.
- Advise clients on FERC pricing and cost allocation policies related to transmission upgrades needed to serve client's load under network transmission service agreements
- Defend and protect grandfathered contracts held by rural electric cooperative and municipal joint action agencies in RTO energy market implementation proceedings
- Filed complaint on behalf of municipally-owned gas utility alleging pipeline employed transportation and pricing practices in violation of FERC restructuring orders, thereby hindering the development of a natural gas market
