Ms. Roby is Chair of the firm's Energy Practice Group. She Counsels clients on Federal Energy Regulatory Commission (FERC) and Nuclear Regulatory Commission (NRC) regulations, as well as reliability standards developed by the North American Electric Reliability Corporation (NERC).

Ms. Roby has extensive experience in matters involving the sale and transportation of electricity, hydropower licensing and project development, environmental compliance, NERC compliance and enforcement, energy and capacity markets, transmission pricing and incentives, utility mergers and acquisitions, market power proceedings, and other matters. Her clients consist largely of municipal electric systems and agencies and electric cooperatives, for which she provides legal counseling and litigation services on a variety of energy-related issues, including contract negotiations, federal and state regulatory proceedings, compliance audits and investigations, and court and appellate proceedings.

Representative Engagements

  • Represents the City of Hamilton, Ohio and American Municipal Power before the FERC concerning hydropower licensing, environmental development and compliance issues
  • Counseled a municipal utlity involving a breach at the utility's hydropower facility and subsequent rehabilitation of he structure to meet regulatory requirements
  • Represents Clark County, Nevada before the Nuclear Regulatory Commission in the licensing of a deep geologic repository for high-level nuclear waste at Yucca Mountain
  • Represented the City of Arma, Kansas in its complaint before FERC alleging abuse of market power by an investor owned utility and request for reasonable contract terms and conditions
  • Represents wholesale purchasers of power in proceedings at FERC in which key terms of pricing and service are established for generation, transmission and ancillary services
  • Counsels several entities involving NERC compliance and enforcement
  • Represents wholesale customers in Notices of Inquiry and Rulemaking proceedings before FERC involving transmission price and cost allocation policies
  • Represented multiple entities seeking an annual revenue requirement for Reactive Power Support Service under Schedule 2 of the Midwest ISO tariff
  • Represented various municipal utilities and municipal joint action agencies in the Midwest ISO and PJM Seams Elimination Cost Adjustment (SECA) hearings and proceedings
  • Represented an industrial customer before FERC in proceedings regarding the fallout from the electricity crisis that occurred in the Western United States in 2000-2001
  • Drafted system tariff for the City of Wyandotte, Michigan
